SUMMIT COUNTY — The Colorado Legislature won’t pass a civil unions bill this year — but only because some political gamesmanship on the part of the House leadership kept the measure from reaching the floor, where the law would have passed with bipartisan support.

After passing three committees, including the House Judiciary Committee where the measure faltered last year, the civil unions law — which would give same-sex couples similar legal rights as married couples — died last week when the House majority used delaying tactics to run down the clock on the final day of the regular session.Gov. John Hickenlooper subsequently called a special session to revisit the issue, but House Speaker Frank McNulty sent the bill to a so-called kill committee, stacked with a conservative majority sure to vote the measure down.

Despite an almost certain outcome, supporters of the bill offered passionate testimony, alleging discrimination in health care and advocating for equality.On the other side, opponents cited scripture and pointed to a six-year-old vote on a constitutional amendment on same-sex marriages to bolster their arguments.

Republicans tried to shift the focus away from their own legislative incompetence and blamed Hickenlooper for using the civil unions debate for political purposes, but nobody was buying that except for the ultra-conservative base.
